The United Nations Environment Programme (UNEP) is the designated entity within the United Nations system responsible for addressing environmental issues at both global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by continuously monitoring the global environment and bringing emerging issues to the attention of governments and the international community for action.
UNEP’s vision for Digital Transformation is driven by the need to respond to the evolving digital landscape and the changing needs of its partners, which include governments, businesses, the finance sector, and civil society. Accordingly, UNEP actively seeks out and adopts both existing and emerging digital technologies across all areas of its work. This enables UNEP to better support its partners in addressing the triple planetary crises of climate change, nature loss, and pollution.
Through scanning, testing, and scaling relevant digital technologies, UNEP aims to become increasingly data-driven, agile, transparent, and effective. Its approach to Digital Transformation goes beyond simply digitalizing products and services; it seeks to drive transformational change in five key areas: environmental decision-making, economic incentives and business models, human behaviors, environmental governance, and internal organizational processes.
The focus of this role is to leverage internal and external data for evidence-based decision-making by analyzing trends, current data, and future projections. The Senior Programme Management Officer (Digital Transformations Sub-programme Coordinator) will support efforts to accelerate and scale environmental sustainability through digital transformation and contribute to transforming UNEP’s business processes and organizational culture.
This position is located in the Chief Digital Office within UNEP in Nairobi. Under the direct supervision of the Chief Digital Officer, the incumbent will perform the following duties:
Coordination of the Digital Transformation Sub-programme
Lead UNEP’s strategic planning processes, including the development of the Medium-Term Strategy and Programme of Work, with a focus on integrating environmental and sustainability norms into the global digital economy. This involves coordination with all UNEP divisions and regional offices, addressing national, cross-border, and sub-regional needs, and supporting relevant UN system activities.
Ensure coherence across UNEP initiatives regarding the application of digital tools to accelerate impact and improve transparency in understanding the state of the planet.
Coordinate the work of UNEP’s divisions and regional environmental coordinators with UN system entities, regional bodies, and civil society organizations on digital transformation activities.
Review UN initiatives on digital transformation management in coordination with relevant UN system bodies through established inter-agency mechanisms.
Programme/Project Management
Participate in UNEP’s project review committee to ensure that projects strategically embed digital tools and environmental data analytics, aligning with UNEA decisions and guidance.
Monitor implementation, reporting, and evaluation of digital transformation activities by UNEP divisions and regional offices, identifying priorities, issues, and proposing corrective actions as needed.
Serve as a resource person for substantive CPR debates related to inclusive data architecture and digital ecosystems for the planet.
Resource Mobilization
Lead the development of UNEP’s strategy for extra-budgetary resource mobilization for digital tools management, and identify priorities for allocating resources in this area.
Gender Mainstreaming
Ensure implementation of gender mainstreaming guidelines by assessing the impact of planned digital transformation actions on men and women across legislation, policies, and programmes.
Data Strategy
Lead data collection and analysis efforts to provide insights for data-driven planning, decision-making, presentations, and reporting. Ensure data is discoverable, accessible, integrated, and shareable for all relevant stakeholders.
Qualifications
A minimum of ten years of progressively responsible experience in project or programme management in complex socio-economic settings is required.
Experience in environmental and sustainable development policy analysis at the international level is desirable.
Experience in strategic digital transformation is desirable.
Experience in using data to guide decisions, develop strategic direction, and oversee execution is desirable.
Experience in adaptive management, resource allocation for delivering corporate results, and data collection and reporting is desirable.
Experience in strategic planning and programming for environmental or development programmes is desirable.
Experience in data analytics or related fields is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English is required for this position. Knowledge of another official UN language is an asset.
